Adil Anis

I’m a technology transfer and commercialization consultant with more than 20 years of experience helping federal R&D programs turn inventions into impact, and the founder of Gleam Innovation. I build disciplined, repeatable pathways from lab to market by evaluating portfolios, finding partners, and negotiating licenses to bring innovations forward. My approach combines rigorous market research, structured pipeline management, and targeted outreach, supported by the operational systems that make technology transfer work: data, SOPs, and metrics. I work hands-on with inventors and program leads, bridging engineering, business, and policy to turn ideas into outcomes.

Space shuttle launch, representing technology transfer work at NASA Goddard Space Flight Center

NASA Goddard Space Flight Center (GSFC)

Sr. Commercialization Engineer → Project Manager (on contract)

Evaluated hundreds of inventions yearly; created targeted marketing campaigns; licensed technologies to industry; and built SOPs and tracking pipelines that made outcomes measurable and repeatable.

My earlier contract roles at NASA included systems engineering, cybersecurity, and system administration, which gave me a practical foundation across software, infrastructure, and NIST-aligned security.

Connected vehicles on a highway, representing FHWA transportation research

Federal Highway Administration (FHWA)

Consultant / Program Manager

Built tools and outreach programs to identify, package, and disseminate FHWA innovations to industry. Led workshops that demystified tech transfer and increased internal participation.

  • Stood up forms and plans for disclosures, patenting, licensing, and publications.
  • Harvested invention disclosures and partnership leads from researchers.
  • Designed an annual awareness initiative across email, digital, and social channels.
Organ-on-a-chip device, representing FDA regulatory science research

Food and Drug Administration (FDA)

Consultant / Subject Matter Expert

Supported licensing, collaboration outreach, and the growth of the Agency's patenting and licensing operations. Helped design processes and data systems for agreements, metrics, and portfolio transitions.

  • Market studies and targeted outreach to prospective licensees/collaborators.
  • Streamlined and automated flows for lifecycle and approval of agreements.
  • Defined metrics to assess impact on FDA research programs and mission.

How I Help

Whether you’re a federal lab, university, or mission-driven company, I plug into your team to accelerate commercialization and build repeatable practices.

Portfolio Screening

Rapid market scans to prioritize inventions. I triage for novelty, IP position, addressable market, and likely licensees.

Partner Discovery

Primary & secondary research to identify targets. Direct outreach that converts interest into qualified conversations.

Deal Support

From initial NDA/CRADA/MTA to non‑exclusive or exclusive licenses, I shepherd the process with your counsel and PIs.

Process & Systems

Design SOPs, metrics, and data capture in tools your team already uses (SharePoint, Power Apps, custom trackers).

Market Comms

Write concise opportunity briefs and assets for web, social, email, and booth collateral that resonate with industry.

Training & Workshops

Practical sessions for researchers on disclosure, IP basics, and how to work with industry partners.

I offer these services through my firm, Gleam Innovation. I also share technology transfer playbooks, templates and lessons learned for free at xfer.tech.
